There is included in the provision for a particular work. of course a corresponding reduction under the Public Works Recurrent Head but, as it has been necessary to provide for additional works under this Head, the reduction amounts to only 1 million. Thus there is a net increase of $1 million. There are also increases under Marine and Railway Other Charges of 1 and 2 million respectively, largely due to increased maintenance costs, but in the case of the Railway,

1 million has been allocated for the inauguration of a Renewals Fund.

Special Expenditure, excluding Public Works Non-Recurrent and work financed from Colonial Development and Welfare Grants, totals $31,021,647 as compared with $9,772,155 for 1950/51. Of this increase of 211 million on the current year's figure, nearly 122 million is in respect of provisions not included in the 1950/51 estimates, namely the contribution to His Majesty's Government in respect of the present emergency and re-votes Then there is an in respect of civil measures for defence. increase of $5 million under the Special Expenditure of the Marine Department in respect of lighters and barges which it has been necessary to replace, and also in respect of a re-vote to cover the completion of the new fire float. There is a new item of over 2 million under Social Welfare Office Special Expenditure to cover the cost of a camp for destitute Nationalist ex soldiers. There is also an increase of 1 million under the Fire Brigade S ecial Expenditure in respect of additional fire fighting equipment and million under the Defence Force Special Expenditure, also in respect of new equipment. It is hoped, however, that this latter increase will be offset by a refund made in respect of certain other equipment to be returned to Ordnance There is an increase too of nearly $1 million in Special Expenditure under Subventions in respect of building and equipment grants to non-Government schools. This is in connection with a dollar for dollar scheme for the construction of new schools in the Now Territories.

A few minor changes in the establishment have been made. A Senior Woman Confidential Assistant has been replaced by a Woman Confidential Assistant Class I who has been granted a special non-pensionable allowance for acting as. Privato Secretary. This latter post has been retained but no provision is necessary under the present arrangements. The salary scale of Cook Class I has been brought into line with those in other departments and a post of Cook Class II has been reclassified as Cook Class I on the rovised scale. An opportunity has been taken with the retirement of a Wash Amah Class I to regrade this post as an Amah Class III. Personal emoluments show a reduction of $13,164.
